Main menu
The main menu is always visible on the top bar of the Register of Legal Acts website. This menu allows accessing various pages of the website, choose its versions adapted for the disabled or mobile devices, and change language settings.
The home page of the
Register of Legal Acts contains two sections: a simple search for legal acts
and useful links.
A simple search is performed by entering keywords from the title
of a legal act:
When searching for a legal act by a keyword from
the title, Lithuanian characters may be entered by using the keypad icon on the
right of the search box. In addition, the following search options are possible:

All words: legal acts that contain all the
entered keywords will be displayed;
–
Any of the words: legal acts that contain at
least one of the entered keywords will be displayed;
–
Exact phrase: legal acts that contain the
exact fragment of the entered text will be displayed;
– None of these words:
legal acts that do not contain the entered keywords will be displayed.
The ‘Search’ button will open the search results featuring a
list of legal acts matching the search parameters. The list of search results
allows refining search options and/or shortening the list of search results by
filtering according to the following parameters: ‘Group’, ‘Type’, ‘Agency’,
‘Enactment date’, ‘Date of entry into force’, ‘Status’, ‘Date of recording in
the Register of Legal Acts’, ‘Eurovoc’.
The ‘Validity/Amendments/Drafts’ column
contains the following information:
The ‘Title’ column may
contain information about the current consolidated version of a legal act.
The comment ‘There are
changes’ accompanying the information on the existing consolidated version
indicates in red that a legal act has been amended, but a respective
consolidated version is not yet available.
A search for a legal act
may also be performed by consolidated versions:
After entering the keywords
(phrase) in the search box, ticking ‘Search in consolidated versions’ and
clicking on the ‘Search’ button, the list of consolidated versions of legal
acts matching the search parameters is opened. The list of search results may
be refined and/or shortened by filtering it according to the following
parameters: ‘Type’, ‘Agency’, ‘Valid from’, and ‘Valid until’. The consolidated
version in the list of search results is marked with a green bullet in the
“Status” column.
Clicking on the ‘Advanced
search’ button opens the legal act search page, where additional search
parameters can be entered.
The ‘Useful links’ section contains links to various useful
information:
The page of the latest
legal acts contains a list of the most recent legal acts sorted into the groups
provided for in the Register of Legal Acts (‘Legal acts of government
institutions and agencies’, ‘Municipal legal acts’, ‘International documents’
and ‘Courts documents’) either by date of their registration with the Register
of Legal Acts or by date of their entry into force.
A separate card is
provided for each group of legal acts. Based on the selected mode, the page
lists the latest legal acts by date of registration within one month from the
date of registration of the latest legal act in a given group.
You can use filtering to
change the date interval of the displayed legal acts or to set a filter by date
of entry into force. After filtering parameters have been changed and the
‘Update’ button is clicked, the list of results for the relevant group of legal
acts will be updated.
The ‘Print/Save
selection’ button opens a new window that displays a list of selected legal
acts ready for printing or saving by using browser tools.
This page provides a tool
for an advanced search for legal acts:
The special operation symbols ‘-’ and ‘+’ may be used for an
advanced search by keyword from the title and/or text of a legal act:
1.
When the search option ‘All words’ is
selected, the operation symbol ‘-’ entered before a keyword means that word
combinations with this keyword will not be included in the search. For example,
after entering ‘ministry -development’ (without quotations) in the search box
‘Word in the title’, the search is performed for the legal acts containing the
word ‘Ministry’ (in any case) in the title, but excluding the word
‘development’ (in any case).
2.
When ‘Any of the words’ is selected, the
operation sign ‘+’ entered before a keyword means that this keyword must be
always included in the search.
The TAR identification code box on the legal act search form indicates
the registration number of a legal act with the Register of Legal Acts.
The underlined words ‘President’,
‘Seimas’ and ‘Government’ to the right of the entry box of an
institution allow quickly selecting the agency that has adopted a legal act,
and the underlined words ‘Decree’, ‘Law’ and ‘Decision’ at
the entry box of a type of a legal act allow quickly selecting the type of a
legal act.
The ‘Print/Save
selection’ button opens a new window that displays a list of selected legal
acts ready for printing or saving by using browser tools.
The maximum of 500
documents is allowed to be printed and/or stored.
Preview of a legal act
The preview page of a
legal act contains the text of a legal act or its consolidated version, a link
to the list of consolidated versions by
date, and other information relating to a legal act.
The preview page of a legal act consists of
four fields:
1.
Text of a legal act or consolidated version
(at the centre);
2.
Details on a legal act (at the top);
3.
Document structure (on the left); and
4.
Related information (on the right).
Each field can be
minimised and resized.
The field of details on a legal act can provide
links to a consolidated version in force and a list of consolidated versions by
date. The list of consolidated versions includes a list of consolidated
versions by date with links to each consolidated version and its amendments:
The text of a legal act
or its consolidated version and links for printing or downloading the text in
different formats are displayed at the centre of a preview page. After clicking
on the text download link, the browser will offer you different formats for
saving the file on your computer. After clicking on the print link, the text of
a legal act will be displayed in a new window ready for printing by using
browser tools.
In the field of a document structure, the structural
elements of a legal act are set out. They can be previewed in two modes:
‘Scroll to’ and ‘Show only’. After selecting the desired mode and clicking on
the required structural part of the document, the selected part of a legal act
will be displayed together with the remaining text (‘Scroll to’), or only the
selected structural part will be displayed without the remaining text (‘Show
only’).
The field of the related information may contain the
following sections with drop-down options:

Annexes;

Attached documents;
3.
Scanned originals;
4.
Amendments to a legal act;
5.
Amended document;
6.
Invalid de jure;
7.
Not to be applied (suspended) by a court
decision;
8.
Legal act of suspended validity;

Legal act of revalidated/renewed validity
after suspension;

The ‘Amendment to a legal act’ enables comparing the text of a legal act with its consolidated version (or two consolidated versions between themselves). To do this, select two comparable texts by clicking the iconand the ‘Compare two selected’ button. A comparison of the texts will appear in a new browser window.
The subscription page
features an order form for receiving updates about new legal acts via e-mail.
The subscription form
contains the sections of subscriber data, subscription filter, and control
field.
The subscription
filter enables you to select groups of legal acts, agencies passing legal
acts, types of legal acts, and terms from the Eurovoc classification. After
completing a subscription form, a subscription confirmation link is sent to the
email address specified by a subscriber. Subscription updates will only be e-mailed
after the subscription confirmation has been received. Every night, the system
examines legal acts registered with the Register of Legal Acts the day before
and, when they match subscription settings, composes a subscription update
message. When no legal acts matching subscription settings are registered, no
message is sent.
An example of a
subscription update message sent by e-mail is provided below:
To change your
subscription settings, complete a new subscription form with the same
e-mail address. A new link for subscription confirmation will be sent to you;
once you click on the link your subscription settings will be changed.
To cancel a
subscription, click on the subscription cancellation link provided at the
bottom of the subscription message.
